DUNES AND TRAILS ATV CLUB

Bylaws and Rules - Adopted 10/10/2000

1. Meetings will be held monthly, except in December, on a date agreed to by a majority of the club officers.

 

2. The club shall strive to organize two ATV rides or functions each month, except December.  One of these rides shall be in the local Las Vegas area.

 

3. Dues will be $25 per year per family, including minor children.

Changes in the dues require a 2/3 approval by members. Written notice of the proposed change will be sent to members at least one month before a vote is taken at a scheduled meeting.

 

4. Dues are for a 12 month period from the month of joining.

 

5. A person cannot attend more than two rides or functions each year without joining.

 

6. Any person can join the club upon filling out an application, paying the dues, and signing an Acknowledgment of Risk form.

 

7. Members can be removed from the club by a majority vote of the other

members. Dues will not be refunded to anyone removed from membership.

The behaviors for which a member can be removed include, but are not limited to:

      a. Endangering themselves and/or others with unsafe behavior.

      b. Refusal to follow the instructions of the trip leader.

      c. Riding in illegal areas or trails.

      d. Damaging natural resources.

      e. Riding while under the influence of alcohol or drugs.

      f. Repeated rowdy or disruptive behavior at club events.

 

8. Members and guests are required to wear helmets on club rides.

 

9. Minor children on club rides must be accompanied and supervised by a parent or guardian at all times.

 

10. Members are responsible for the conduct of their guests.

 

11. Each ride will have a trip leader. To become a ride leader, the member must approved by a majority of the club officers. The trip leader is responsible for:

      a. Planning the ride.

      b. Providing directions and information about the ride in time for publication in the newsletter.

      c. Making sure all members and guests sign an Acknowledgment of Risk and provide emergency contact information before the ride begins and reminding the riders about club ride guidelines.

      d. Leading the ride with regard to the safety of the riders.

      e. Writing an article about the ride in a timely manner for the club newsletter.

 

12. The club shall have a newsletter, sent by e-mail or regular mail.

 

13. Elected officers shall be President, Vice-president, Secretary, Treasurer and Trail Master.

 

14. Officers shall serve for one year from January to December.

 

15. Nominations for officers shall be held in October. Only those members volunteering for a position can be nominated. Each candidate is required to submit a statement of qualifications which will be printed in the club newsletter.

 

16. Election of officers shall be held in November. Election of officers shall be determined by a plurality vote of the members present at the November meeting. Each dues paying family shall be entitled to one ballot.  Voting shall be by written ballot. A member may request an absentee ballot from the secretary no later than 3 weeks prior to the election. Absentee ballots must be received before the meeting and shall be opened and counted with the normal ballots.

 

17. In the event the President is unable to serve his entire term, the

Vice-president will serve as President until the end of the term.

 

18. In the event that the Vice-president, Trail Master, Secretary or Treasurer is unable to serve his entire term, the remaining officers shall appoint a

replacement to serve until the end of the term.

 

19. Except as defined otherwise, all items voted on by the club will be decided by majority vote.

 

20. Candidates shall have been members of the club for at least 1 year to be an

officer.

 

21. The President shall approve an agenda prior to the meeting. Members can request that they be placed on an e-mail list to receive a copy of the agenda sent out each month prior to the meeting. Only those items on the agenda may be voted on by the members at the meeting.

 

22. The Vice-President shall fill in for absentee officers at meetings and shall be in charge of the anniversary party.

 

23. The Secretary shall take the minutes of meetings and make them available in written form for inspection by any member at the meetings.

 

24. The Treasurer shall handle the funds of the club and keep a detailed record of all transactions.   

 

25. The fiscal year for the club shall be from January 1st to December 31st. At the end of each fiscal year, the officers shall appoint one or more qualified members to audit the financial records of the club and report the findings at the next meeting.

 

26. The Trail Master shall be responsible for providing ride guidelines and a trail leader kit to each leader. He will answer questions of the ride leaders, meet with 1st time ride leaders to review their preparations and work to place an officer on each ride. He will hear complaints or comments from any member about the ride and bring that information to the other officers of the club.

 

27. Officers may spend up to $100 per month on supplies without prior authorization. Reimbursement by the club requires receipts for the expenditure.  For expenditures over $1000, the club President shall appoint a temporary committee to study the proposal. The committee shall issue a report to the members. Approval of the expenditure in excess of $1000 shall be by 2/3 vote of the members at a scheduled meeting after the committee’s report has been issued. 

 

28. Should the club be dissolved, any monies belonging to the club shall be donated to an active OHV organization, chosen by the officers, which is working to preserve OHV opportunities.

 

29. Changes to the bylaws shall be by 2/3 written vote of the members at a scheduled club meeting after the proposed bylaw change(s) has been published in the club newsletter.  Changes to the bylaws may be proposed by a vote of 2/3 of the officers or 2/3 of the members at a scheduled club meeting. 

 

30. A copy of these bylaws shall be given to each new member.
